Overview

The Electricity Act, 1999 establishes the legal framework for Uganda’s electricity sector, creating the Electricity Regulatory Authority to oversee generation, transmission, distribution, sale, and use of electricity. The Act defines licensing and control requirements, promotes safety standards, and facilitates liberalization and competition within the sector. It also provides for a successor company to the former Uganda Electricity Board, sets up the Rural Electrification Fund, and regulates bulk supply, distribution areas, and consumer rights. Key provisions cover technical definitions, roles of the authority and its chief executive officer, and the regulation of electrical apparatus, supply lines, and distribution facilities to ensure efficient, safe, and fair delivery of electricity throughout Uganda.
